SAN DIEGO ---- Neither the off-duty Coronado police officer who shot Steve Foley nor the former Chargers linebacker will be charged in an early morning incident in Poway on Sept. 3, 2006, San Diego County District Attorney Bonnie Dumanis announced Friday.
